Vic Viper is infact Speed King but just an early version of it. So technicaly it was released.
Do you have access to the UK Sega Saturn Magazine? They once posted screen shots of Saturn Fighting Vipers in various development modes. One version had no shading and looked more like Virtua Fighter 1.

Actually, I was wondering if we had ever seen another article about Vic Viper. What bother me is the fact that both these articles were published at the same time (november 1995). Since this screenshot of Vic Viper is the only one I've ever seen, it could be a misinterpretation made by the journalist who wrote this article.
Of course, if someone here has another article about this game to share, it would be helpful.

There is a large collection of Sega Saturn magazines available here. I'll take a look at them as soon as i have finished reading my collection of French magazines (I still have tons of things to post here). Thanks for the tip!

To my knowledge, the earliest build of Saturn Fighting Vipers shown in SSM was from after texture mapping, light sourcing and Gouraud shading had already implemented, though a few screenshots lack character shadows. As a collector of various UK publications from this era, I don't ever recall coming across images from the flat shaded alpha, but I'm not doubting that it exists because there are plenty of reports confirming this. After having a quick look, it appears the closest we saw over here was a small feature in C&VG showing a close-up of Honey/Candy where the Gouraud shading had been disabled, giving her (chest in particular) an overall look reminiscent of the original Virtua Fighter. On a similar subject, I would absolutely love to see the preliminary tech demo for Saturn Touring Car that someone from the Sega Saturn UK forum owns, as it's claimed the vehicles at this point in development were more comparable to those of Virtua Racing in terms of their detail...

P.S. According to contemporary online rumours, Treasure was supposedly working on a 32-bit sequel to Gunstar Heroes! Was this actually true, or simply a journalist connecting the wrong dots after learning their next project would be called Guardian Heroes?

But the most interesting part of this Famitsu issue is the planning list:

Look at all these delayed games:
    Alex Kidd - 12/1988 (release date: February 10, 1989)
Phantasy Star II - 01/89 (release date: April 29, 1989)
    Super Daisenryaku - 01/89 (release date:March 21, 89)
    Super League - 03/89 (release date: April 22, 1989)
Super Soccer (later renamed World cup soccer) - 03/89 (release date: July 29, 1989)
    Rambo III - 03/89 (release date: October 21, 1989)
Tetris already is out if this list but the last name is interesting. I guess it's "Taisen Baseball", another baseball game (the first is Super League) and I'm wondering if it's the famous missing "G-4008 game":
