I have a console that is only partially functional. I would like to do the simple checks first and make sure all the capacitors, resistors, etc. on the board are still functional but desoldering, checking and resoldering them all isn't an option as my soldering skills are basic.

Is there any way I can test them for at least continuity between their terminals without potentially causing damage to other parts of the device?

There are many ways to test many different things in circuit. But unless you know what you're testing for the results will be meaningless to you. Your best bet is to read up on other peoples experience with the same problem and learn how they diagnosed and fixed it. And of course learn how to solder. You won't be fixing much and will likely end up making things worse until you do.
