Sega Saturn JAMMA Timer Board kit... info?

    I nabbed this a little while back:

    It's a Sega Saturn with what appears to be a JAMMA timer board kit. I can find these kinds of kits online pretty easily for the Xbox and PS2 and PS3, but I've never seen one for the saturn and am looking for more info on it. It has a little saturn controller board PCB:

    This board seems way, way older than the ones being sold currently for the Xbox and PS2/PS3. All the components are visibly older. It also has a weird secondary board that is attached to it that the Xbox and PS2/PS3 timer boards seem to be missing:

    The 4 wires lead to the player 1 and player 2 up and down inputs on the Jamma connector.

    Any idea who makes these boards, what their official name is? I'm trying to find some dipswitch toggle settings if possible. Anybody know anything about this kit?
