SOFTWARE AND STEAM KEYS:
Can be sold.
For physical paper vouchers, verification and the paper with the key covered must be shown.
For steam items, a picture of your inventory with verification. Obscuring (blurring) all the other items in your inventory is recommended.
How do you do strikethrough formatting? Is there a tag? Like a line crossing something out that was sold?
When editing a post there is a plus sign on the toolbar, click that and the strike through option is there

Is it okay to list items that are local pickup only such as CRTs?
Not with only three posts, it isn't. (But other than that, I for one don't see why pickup-only would be a problem, as long as you mention the location)

Read the Marketplace rules (you've posted on the thread). Pointless posts will probably be removed. There's also a time requirement before you can list items for sale.
Listing local pickup only on an International forum is unlikely to get you a sale, anyway. Use eBay or a local classifieds (Craigslist).

With this rule, is it intended to also cover similar formats like RVT-R?
Game is on GD-R.
If a game is on GD-R I see no issue as it's official media.
