    It drive me crazy ,
to start with , my original language is French. (sorry for my poor english)
My best ultimate game of all time is METAL GEAR SOLID (Psx Original version)
Its only in 2007-2008 i heard that the game was dubbed completely in french (audio) in europe (France) for the PAL version.
I always tought the game was offered ONLY in japanese or english language!
I was truly shocked to learn that fact and it took me a LOTS of time to actually find a proof of that via youtube years ago (when retromania was not as crazy as theses days).

I was able to order the PAL version that contain the rare french audio version from europe
since 4 years , from time to time when i have free time , i tried a LOTS of thing :

(1)Found the PC NTSC version with french language....only to discover im not a PC gamer at all...
    (2) modding NTSC PS2 slim console with matrix modchip....only to discover cinematic lags/choppy
    (3) Paid for having my two PS3 jailbreak with Cobra Rebug & install official sony disc on my PS3 internal hard drive via IRISMAN. the game actually start and gameplay are on the notch ....BUT ....all the cinematic are choppy (not fluide) and audio is a bit not synchro with image , EXACT same problem than my modded PS2.
    (4) Have been able to create a PSN Store (europe) account , buy and download the digital copy of the game but each time i try to start it (on OFW or CFW PS3 , I tried both) i get this error code
PS3: Error “You cannot play this game at the current video output setting (80028F10)”
    (5) I bought a PS2 Memory card (I dont have PS1 console anymore) with FREEMcBoot installed on it , but dont know how it work since i bought it 2 years ago and cannot remember how it work , its too complex for me.
....I enter in my 5th year now trying to have this game work flawlessy in my original mother language and it literally drive me crazy.
Last night I discovered that my Black Dreamcast "Sport" Console that i never touched since more than 10 years ALLOWED me with (bought but never tested) BLEEMCAST official disk to ...wow...play this PAL game flawlessy without any issue and in (fullscreen!)
but its not having the game in my PS3 Library and been able to play it with the PS3 dualshock....
I have found on youtube a video about the : "Import Player Light" Patch Disk"
    Youtube video Link :
    Software available here :
    --- (PAL) : https://www.emuparadise.me/links-and-downloads/Sony_Playstation/Import_Player_light_(E)_[PAL]/51
    --- (US ) : https://www.emuparadise.me/links-and-downloads/Sony_Playstation/Import_Player_light_(U)_[NTSC]/52

I have not a CD burner at home and i wonder if someone here is talented enought to actually download / Patch / create both PSX Disc & PS3 Pkg for this version i beg to play in french language :

MGS PAL psx (disc 1) :https://www.emuparadise.me/Sony_Playstation_ISOs/Metal_Gear_Solid_(E)_(Disc_1)/52372
MGS PAL psx (disc 2) :https://www.emuparadise.me/Sony_Playstation_ISOs/Metal_Gear_Solid_(E)_(Disc_2)/52373

I would pay for that service of course.
Please let me know if you are able to help me or pass my request to someone you think are able to do the work , but the CDs / .pkg must run flawlessy on a jailbreak PS3 console (Cobra Rebug)
I hope someone here could do something to be able to help me with this Request.
Like i said , tell me how you ask for this service and i will pay it via paypal right away !
    Thanks
    Dan

    There are multiple options.

You could try 4.84 firmware with Cobra 8.01
    http://www.psx-place.com/threads/up...cludes-new-cobra-8-00-payload-by-habib.22810/

    OR ....

You could try to edit XRegistry.sys
    https://www.psdevwiki.com/ps3/XRegistry.sys

I used it to change the O and X behaviour of the joystick buttons,
and to change the video output type of a Japanese PS3 from NTSC to PAL.

There are many settings, as far as I know, for NTSC OR PAL , 50 or 60 Hz video output.
Does France still use SECAM ?
    https://en.wikipedia.org/wiki/SECAM

Here a video, just to show how many settings can be set in XRegistry.sys

Registry editor can be found here, down below, the mirror should work fine.
    https://www.psdevwiki.com/ps3/XRegistry.sys

    BE VERY CAREFUL !!
YOU ARE WORKING IN FLASH !!
BACKUP YOUR NAND / NOR FIRST TO A USB MEMORY STICK !
(most right USB port dev/usb0 ?)
Maybe even two separate dumps and compare them on you pc for resemblance / exact same files !
As far as I can remember, you can dump your NAND / NOR to USB, far right on the PS3 XMB, somewhere in cobra settings ?

Backup your original XRegistry.sys file to USB BEFORE you edit !

Do not know how to do it ?

Ask around first, check multiple reliable sources and read the manual twice !

    I hope this helps.
Leave a post if it helped to solve your choppy video problem, just curious if it helped.

    Holy Cow ......!
(to date , it seem to be the most interesting answer that give me hope and see light at the end of a LONG dark tunnel)

It seem extremely complex (+ i originally speak in french)
I was almost already lost on the official XMB menu when i was able to purchase the console but this.....pfewwww
I would had liked a 100% step by step youtube tutorial , even without sound. I dont know if i will be able to get this done by myself.... :(

+ i dont live in france (europe)
I live in quebec , Canada and my PS3 is the first model of slim NTSC format
I checked the arab/muslim video and i cannot understand a damn thing lol.

If someone could be able to upload a short youtube video just showing me how to change NTSC for PAL output in order to be able to play old PSX PAL games , it would be wonderful. (even without voice) !! :)

    Sorry for the assumption.......
The arabic YT clip was only as an example to show how many settings can be changed in the file XRegistry.sys

    Another option ?
    http://psx-scene.com/forums/f177/how-switch-pal-ps3-ntsc-while-sd-display-mode-95129/

    Run a PS1/ PS2 /PS3 emulator on your PC ?
    https://rpcs3.net
    https://pcsx2.net
    http://www.emulator-zone.com/doc.php/psx/

Use a bluetooth usb dongle to connect your PS3 controller to your PC
Not all work (usb dongle chipset depended)
Search with Google for ps3 controller on pc

    QA mode ?
    https://www.psdevwiki.com/ps3/Template:Debug_Menu_settings_not_in_Retail/CEX_QA
    https://www.psdevwiki.com/ps3/Button_Combos
You should be able to activate the QA menu with the button combo on your joystick.
As far as I know, the linux steps are NOT necessary with later firmware revisions !!

    Does not work ?
    Then the "hard" way !
    BE CAREFUL !

Just copy the file XRegistry.sys from your PS3 to a USB stick.

I do it with multiman (mmCM) , left or right front button on joystick changes your multiman interface.
At the top left of the screen, you will see mmCM, go to File Manager /mmOS.
Right stick is moving the mouse, O is menu, copy/paste, .. at the top of the directory, means go back one directory.

    example picture !
    http://psx-scene.com/forums/content/deank-rolls-out-latest-multiman-update-release-v04-66-10-4830/

Put the XRegistry.sys file on your PC and make a BACKUP before you edit.
Use the above mentioned registry editor, and change what is needed.
Should / could be just one line !
NTSC to PAL, I hope your TV can handle that signal !!!
Most modern TV's can handle NTSC and PAL video signals.
Should it be needed, (not sure) check for 50 Hz (PAL) or 60 Hz (NTSC) refresh rate.
Remember "this is the hard way" these settings will be loaded every time you start your PS3.
So DO NOT fool around in it , if you do not know what the settings do !!!

REMEMBER, BACKUPS, ASK HELP IF NEEDED, YOU DO THIS AT YOUR OWN RISK !!!
I can not help you from the other side of the world !!

    Edit:
Took the effort to dust off my PS3 and test the editor tool on my PC
Download the XRegistry editor tool, extract, there is an example XRegistry.sys included in the bins folder, so you check it out yourself !!
    0xBA62 setting/system/region (I GOT ON MY PAL PS3 0 AS VALUE)
0xCFB0 setting/video/hd50HzOutput (PROBABLY FOR BD/ DVD VIDEO OUTPUT) (I GOT ON MY PAL PS3 0 AS VALUE)
ONLY USE YOUR OWN XRegistry.sys FILE !!!

Most of the time to change the setting, it is a simple change from 0 to 1 or the other way around.
BUT I AM NOT 100% SURE OF THAT, ASK AROUND !!!
THERE ARE MULTIPLE REGIONS SO PROBABLY NOT ONLY A 0 OR 1 OPTION !!!
I HAVE NO IDEA WHAT VALUE SHOULD BE THERE TO CHANGE TO PAL (0?)

When you write the XRegistry.sys file back to your PS3
BE SURE TO HAVE A BACKUP OF THE ORIGINAL FILE ON YOUR PC AND OR USB MEMORY STICK !!!

    ONCE AGAIN !
    NOT SURE ?
    ASK AROUND !

    Be careful !

You are your own, at your own risk !!!

    I hope this helps !!!

These are my settings on a Phat PAL PS3, probably QA mode enabled.

DO NOT USE MY SETTINGS !!!
Only verify the above mentioned settings !!

Just install the damn Cobra CFW, mount the game using mmCM/webMAN/other Cobra loader and don't mess with region settings.

But I don't think if the localized dubbing is worth the hassle. The PS1 games didn't have a good voice acting. With the exception of Metal Gear Solid of course. I bet the frog localization sucks a lot.

Is just buying a pal psone not an option? If you get the psone (mini one), you can use a native power supply from your country with it, so won't need a step down etc.

Using a PAL PSOne probably wouldn't work on our NTSC TVs. I'm also in Canada and haven't come across any TVs that run PAL. I'm sure some do, but it's rare.

Yeah, I would love to know why they do that - one of my friends got a HDTV in the US, and discovered it wouldn't support 50Hz / 576i - looking at the service manual, the TV region was selected by the value of a resistor connected to one of the pins of the main control processor. After we changed it to the value for the European version, it would happily accept 576i over component and 50Hz PAL signals over composite - so the hardware was obviously all there anyway, just disabled for some reason.

Unfortunately, it also broke some other things like the CATV tuner, so it wasn't really a usable solution - but it did demonstrate there was no technical reason for the lack of 50Hz support.
