What region are you in there, and are you after a particular edition of SMT Nocturne or do you just want to play it? Yeah, like with Rez and Odin Sphere. PS2 games sometimes generated enough demand to warrant a second printing. If you're a collector and care about the SLU number then a reissue won't interest you, but if you just want to play the game then it doesn't really make a difference.
It depends on what the publisher wants, or if a particular store wants it to themselves. Odin Sphere was definitely a retail exclusive for just one retailer. When Persona 2 got reissued the last time, it ended up being an Amazon-only thing. I think the Phantom Brave reprint was a general release, which explains why you can find so many copies of that everywhere now.
Sorry, should be more clear on that point... What was released as Persona 2 in the States was actually Eternal Punishment, the second part of the game. The actual second game in the series (Innocent Sin) never got localized for western markets. Anyway, the last time Eternal Punishment got reissued was actually quite recently, November of 2008.
