So I bought a 360 Test Kit from a member here a few days ago and it runs great. But when I got it it did not have a HDD so I went out and bought one.

The problem is the regular dash recognizes the HDD just fine, but the dev dash does not. Is there something special I need to do in order to use this HDD properly?

Any help would be much appreciated.

the hdd needs to be reformated to devkit signed, it can be done easily through a recovery or from the dashboard, either way you choose formats the hdd for use with a devkit. The way to know if the hdd is working for devkits is if you see the x/devkit/blah blah partition in the SDK

How do I format it from the dash? Is it a setting in the dev dash or the retail dash?
