I don't have a copy of the fabled unreleased English version of Whales Voyage 2 but I did manage to get it loading fully in English by manually editing the files on the disc. Unfortunately, since the result is a bin/cue and I think there were several (rare) releases of the windows version, I don't know how to distribute it without putting the entire disc image up, which I am not sure is wise. If you have knowledge of how to edit disc images it's fairly trivial to do the language change yourself, though.
I wouldn't worry about putting it up. Companies rarely enforce copyrights on things they no longer sell.
