A region free BIOS was developed based on the Japanese BIOS that allows the booting of Japanese or American games. It also replaces the American splash screen with the, much cooler, Japanese one. However, the region free BIOS does not effect video modes or CD-R booting, so other modification is required if one wants that functionality. here says you need a swap for cd-r or video mode, I intend 50-60 HRZ, not to boot the original CD import ...
50/60hz needs a hardware mod. Booting CDRs requires a modchip, swap trick, or a modded action replay (see Pseudo Saturn). Bypassing region needs either an Action Replay, Pseudo Saturn, region free bios, or you can region patch your CDRs before burning them.
