Before you give up entirely, did you only measure this 5v on the output of the 7805? If so, I would suggest checking all the +5 and Vcc terminals on the chips to ensure that power is actually getting to the components before calling it a lost cause.

To measure the voltage on chips I would first look at the pinout using something like this
https://www.caitsith2.com/snes/flashcart/cart-chip-pinouts.html
To test it properly I would connect red probe to Vcc and black probe to Vss/GND ?

 

The procedure would work but be careful not to bridge pins when you do it. That link is no good though as that is the pinout list for the cartridges, not the system.
