Hard to price like most have said but I'm going to say that in my personal opinion dev kits may cost 3-4 times more that the price of a regular unit you buy at the store (the first few years of being released). Average cost of a PS Vita it $300-tax so unless you know that the value of it was by Sony the lowest I can think will be $1200-$1500 if your licensed. Underground value to us maybe $2000-$2500. I mean you can't do anything with devkit's unless you know how to program in C, have the PS Vita SDK, and have a game engine that is compatible with it so you would need to be licensed to get one or build your own from scratch. My professor has been a programmer for 35+ years so he can write game engines pretty easily for a PS Vita if you give him the documentation from the SDK. He had no prior knowledge of an XDK when I showed him mine, and with the Xbox 360 SDK within just a few minuetes he was already extracting game modules and importing them into 3ds max!
