Does anyone know how much that unrealeased accessory for the GameCube would cost?

The only pic I could find of this was this:

Sorry for the off-topic, but where did you get that pic?
I have been trying to find a picture of that for over a year.
The bottom of the TDEV is also nice.

In my opinion, a reasonable price would be whatever it takes to get one in your possession. Like the TDEV, those never(never!) come up for public sale.

Not many people, the tdev consoles were used at universities for teaching students game programming. These kits were probably licensed and had to given back when the licenses had expired. Technically the same rules go for normal dev kits a game studios, but when some game studios go under they get sold at auction. Or the company keeps them until they are so old that they just throw them away.

Universities don't usually go under and usually obey license contracts very strictly, so i would imagine most of them have been sent back to SN systems and subsequently destroyed. I'm not saying one doesn't exist somewhere but it's probably in the back of a university warehouse under lock and key, if some have made it out i don't really know how you could price it, because as far as i have seen no one has publicly announced that they have one.
