need help on making a Playstation game

i was thinking of making a Playstation game using PSY-Q, but i dont know how to make a game, the main idea for it, was a mario paint style pixel art maker, with a physics screen wipe. the game would use a Playstation mouse or controller to draw and interact with a menu on the bottom of the screen for brushes and colors.
