I managed to beat the Skyscraper District after some trial and error by guessing where invisible satellite dishes/ramps/buildings are based off of the spray can arrangements.

This Thompson drive's about to be out like Bill Clinton

This game is the only reason I keep my XBOX.

A Sega game having a lot of glitches? I think I'll need a little more proof before I believe such a far-fetched allegation...

In Sega's defense, this error stems from a failing Thompson drive. JSRF is a solid, tightly constructed game in it's own right (same goes for most of SEGA's early, mostly pre-Sammy Xbox stuff).

Oh, fair enough. I stand corrected. They probably believed in some semblance of beta testing, or Microsoft's stipulations made them QC a little better. Despite the fact that I love Sonic Adventure, even that had a mess load of glitches. Even the American release, which was head and shoulders above the Japanese one.

Well it's not really a glitch then is it? If the system is having trouble accessing the data, then of course the game is going to batshit.

So then it's a glitch given courtesy of faulty hardware.

It could probably be replicated under the right circumstances.

Well that's like cartridge tilting, using action reply/gameshark and so on. Game's code is being scrambled... Not a glitch from what I can see.

I see what you mean, HEX, but this truly is more of a grey area. I didn't intend for this to happen! When it comes to cartridge tilting or using an Action Replay/Gameshark... those are tactics that entail a purposeful seeking of the unintended. Isn't a glitch by it's core definition is an "unintended malfunction"?

Now you have a depth of insight and knowledge as to why an issue like this might happen which surely gives you a logical understanding as to why it happened. I know why it happened too, but it's almost irrelevant when I was simply an end-user trying to enjoy a game through an official medium (not to mention Sega GT 2002/JSRF was bundled with Xboxes in the US into 2003.. my v.1.1 Xbox probably came bundled with this game when it was new).
