Sync issue of some kind. Try a different monitor or tweak what you have if possible (PVMs for instance will let you manually adjust sync on the back of the screen).

Looks like what happens on an MS9-29 monitor when sync changes at source (a la Arcade VGA)

I'm not sure if the wiring in an Astro alows you to unplug power to the monitor independently, but if you can, try that after it the game has booted and then plug it back in again

They are on the monitor chassis (not the remote board under the panel) It's the large PCB attached to the monitor frame, not to be confused with the neck card

There are various trim pot controls on there to adjust the geometry.

You will need to get into the habit of adjusting these whenever you change a PCB, it's not unusual for PCBs to have slightly different resolutions, frequencies etc

What's the model number of the chassis?

Should be a sticker on it, or possibly on the silkscreen of the chassis

These are your geometry pots (highlighted in pink)

Wipe some of the dust off so you can read what's printed on the silkscreen in front of them. You will need a screwdriver (or ideally a trimming tool) to turn them. They can be a little fragile, so be gentle.

You want to adjust HSYNC and HHOLD.

The monitor needs to be on when adjusting, so be VERY careful not to touch anything else, and only put one hand in at a time, put the other hand in your back pocket.
