I'd be willing to give it a try to see what happens. If they accept the cardboard CD mailer as a "letter" I might be able to get it away for the same price or worst case an extra $3. I'll pop into the post office either tomorrow afternoon or Friday to check how they work. Sometimes the staff aren't sure how the system works... which is a little concerning. I haven't done PS for such a loooooong time it seems completely alien to me. ha ha still haven't decide which PS to put the chip in - if I knew I would've kept those launch PS1 I threw out when I moved

Howdy Larry, I only ship to Australia and New Zealand. If you are in the US I would recommend either giving either @Bad_Ad84 or @Zer0-2k11 a shout. Shipping to the US is killer from here which is annoying!
The PS1 modchips do both region free and allow you to run backups. The Phantom Universal for the Saturn allows you to play backups from the same region. To break free of region locks you either need a BIOS chip replacement, an Action Replay / GameShark cartridge or when burning your backup games use a converter to change the region over to match your console.
