I worked for GAME in Stoke on Trent for nearly 4 years from 98-01 and gave promo's like these away like they were going out of fashion. We used to get them for the PSX, Saturn, PS2 and DC on a weekly basis, either internally or from reps who were trying to hawk P.O.S standees and such shit. Still got a few Saturn silvers left, can't remember all titles but deffo got Saturn Bomberman and Panzer Dragoon 1 or 2 somewhere. Maybe Steep Slope Sliders too, but I think that's in my ex-wifes loft :-( Anyway, my point is how are these of any value? Seriously, they're just the retail release with no artwork, manual or case/box. Beta's I can possibly understand from a historical standpoint but promo's, come on, they're just barebones versions at inflated prices aren't they?
Sometimes (Just sometimes) They can have beta stuff on them. You'll get a fair amnount for the Panzer Dragoons.
No. Saturn silvers NEVER have beta stuff on them. They are ALL exactly the same as retail. With a couple of exceptions, the same goes for white label Dreamcast games. PlayStation promos, on occasion, have something different... but it's very, very rare still. The reason they go for more is because there are less of them, and some people like collecting promos. Sometimes, they don't sell for much at all. Usually, you'll find that the reason a silver or promo has sold for a lot is the particular line, e.g. Sonic. Sonic collectors want it, maybe Saturn collectors want it, perhaps promo collectors want it, so they have a bidding war. Like they say, one man's trash is another man's treasure. If you feel they're worth no more than retail games, I'd happily relieve you of your Saturn silvers for a fiver each ;-)

Strangely, the other stuff this seller sells doesn't seem to have anything as bad as this - I'm assuming they got it in in this condition as I'd probably have gone spare if they'd done that to the Sega Sports Dreamcast they're selling.
