My 2 year old Xperia ZL2 can do 4k video at 30fps. You can buy one on Amazon for about 45500 yen. It's probably better to use a real camera mind you.
It would have been different if you added something lighthearted to make it appear as if you were joking. Hence the dick move. I won't bring this off-topic. I recommend out-of-box items a well. Never had a problem with any.
Back on topic, depending on what you are planning on doing, a GoPro Hero4 might be one of the cheaper solutions.
most cheap 4K (well even 1080) is going to be shite. I bought the Panasonic VX870, it does 4K and some other stuff too. Seems good so far. One of the cheaper Panasonic bridge cameras is good too (FZ1000) The Sony AX33 does 4K but doesn't have real manual mode! (which is why I didn't buy it) AX100 looks good and has a good sensor, only downside could be lack of active image stabilizing (like what the AX33 and Panny VX870/890 have) Both the VX870 and AX33 and iirc AX100 charge off usb, the AX33 has a built in USB cable which gets in the way and isn't easy to replace. AX33 has view finder, where as VX870 does not AX33's Katy Perry shoe (both a hot and cold shoe somehow) can get more in the way of the lens, as it's further upfront. VX870 cold shoe is detachable (off the rear of the camera) but low profile mic's block the zoom switch. AX100 has the best picture quality, both the AX33 and VX870 can suffer from color shift under certain light. All three cameras support high bitrate 4K iirc
Red make great, but very expensive, 4K cameras. It really depends on what you're trying to achieve. Do you want 60 fps? What type of sensor do you want? What aspect ratio do you want? What format do you want to record in? And, of course, do you really need 4K in the first place? Go to B&H and take a look at some in the flesh. Just don't forget they're closed on Saturdays! Only the Black... and even then, it's only 30 fps and still a fisheye lens... no good for a lot of applications. Debatable. All are 30 fps and do 60 [upgradable to 100 - yes that's the most expensive one!] / 72 / 100 Mbps. In fact, if you want to get technical... they're all UHD (16:9), not 4K.
