nope, it is made by different company - used to be metrowerks, own IDE + compiler + debugger and uses SDK from Sony i used to like it :)

PAE it is good point but if you have >4Gb of memory I would strongly recomend using of 64bits OS PAE is good described at...
Feature to address only < 4G of memory is limitation of ANY 32bit OS but any 64bit ones can easily handle more, regardless of its name - XP, Vista...
as on the picture - emu is inside, so you would need software to use it (hopefully additional HDD is also inside) now just listen carefully...
