Yes, that should be correct. SCART cables are directional and since that one says "from" a SCART device (in this case, a Toro) "to" the XRGB...

Use a Wii RGB SCART cable; It will boot in all red, but you'll still be able to navigate the menus. Then launch USB Loader and force PAL modes....

Any VGA cable will work fine. Almost all the ones I've ever seen are wired wrong. Best bet is to buy a VGA cable, cut it in half and make your own.
Oohhhh....this is all making sense now. It's the exact same procedure as when using the THS7314, since it's essentially doing the same thing...
Thanks for the reply! So, first do the basic 3-wire / 75 Ohm resistor mod, then remove R6, R7 & R8 (bottom of the board near the cartridge pins)...

For your PVM, you should buy the 4BNC cable. Your PC CRT will most likely not accept a 15KHz RGB signal and won't be compatible with retro...
